Talks Between Volkswagen and Proton Progressing Well

In the news: Volkswagen, Europe's largest automaker and producer of the popular brand of VW clutch parts including various VW clutch disc --- has released some statements saying that its partnership with Malaysia's Proton Holdings Bhd is already at its "fairly advanced" stage. The automaker also added that the ongoing talks between them and Proton are part of the company's plan of expanding its market in Southeast Asia. According to Kevin Rose, Volkswagen's head of international sales in an interview, "Both parties clearly know what they would want from such an agreement." He also said that the company will try to "work within" the Malaysian government's set deadline which will end on March 31, 2007.

Still in connection to its sales expansion program, Volkswagen has also added production plants in two of the fastest growing economies in the world---India and China. The main objective of VW is to boost its sales of its Passat and Jetta models in these two countries. It should be noted that Proton has again reported last month its biggest quarterly loss for the last eight years and has been continuously losing market share to its other overseas rivals including Toyota Motor Corporation. It also needs some new technology and designs to become competitive.

Ang Kok Heng, who manages about $114 million at Philip Capital Management in Kuala Lumpur, "There are a lot of things Proton needs to learn in order to be competitive and having a partner will help it catch up with the bigger boys."

Despite the losses that Proton obtains it was still able to obtain an increase in shares which rose to 1.5 percent to 6.6 ringgit and traded at 6.55 ringgit at 11:54 am in Kuala Lumpur valuing the company at 3.6 billion ringgit or $1 billion USD. The stock has fallen by 0.8 percent for this while Malaysia's benchmark stock index has increased by 7.4 percent.

Proton is not actually the first Malaysian automaker that has entered into a partnership with a foreign carmaker, the Shah Alam which is a Malaysian-based automaker have been in partnership with Mitsubishi unfortunately the joint venture only lasted up to 2004.

Another reported foreign automaker the PSA Peugeot Citroen which has been in talks with Proton has announced last week that it is no longer interested in pursuing further talks with Proton on the other hand the world's largest automaker General Motors said that it is still discussing the possibility of a partnership with Proton.

Volkswagen in Controlling Production The Wolfsburg-based automaker said that it has been controlling its local production since it believes that it is a vital strategy to succeed in emerging markets such as Malaysia, China and India. According to Rose at a recent interview in Singapore, "For us as a brand, it's important that we can always say made by VW, or built by VW. Even in China, where for legal reasons we are a minority partner, we still have a great control over the production, assembly, design of our products, and that's incredibly important for us."

Talks between Volkswagen and Proton have collapsed in January last year after some disagreement on issues particularly in terms who will control the company. It is no secret that Malaysia's government controls Proton through a 43 percent stake held by its investment unit Khazanah Nasional Bhd. The Proton was founded by former Prime Minister Mahathir Mohamad who also stressed the need of the company for a foreign partner to survive.

Volkswagen: Proton's Chosen One Chong Lee Len, an analyst at Hwang-DBS Vickers Research Sdn. in Kuala Lumpur and who rates the Proton stock "fully valued" said that comments from Volkswagen is indicative that the automaker is seeking 51 percent of Proton's total manufacturing business. She also said that Volkswagen is "definitely the chosen one for the stake by the investment community". She added that it would cost Volkswagen about 900 million ringgit to control Proton's manufacturing unit.

Another analyst this time from CIMB Investment Bank said "Volkswagen will use Proton as a manufacturing hub for the region. The deal will help Volkswagen expand its sales in Malaysia, the largest passenger cars market in Southeast Asia. It's positive news for Proton." But of course unless Volkswagen and Proton confirms a partnership then all we'll be having are mere speculations.

PETALING JAYA: A High Court judge here revealed that a former prime minister had threatened judges. Justice Datuk Ian H. C. Chin also said he and selected judges were sent to a boot camp to ensure they got the message.

Justice Chin said this before hearing an election petition challenging the results of the Sarikei parliamentary seat which was won by a Barisan Nasional candidate by just 51 votes.

In a report in the Borneo Post yesterday, that comes hot on the heels of the findings of the Royal Commission on the V.K. Lingam video clip, Justice Chin said the threat from the former prime minister came after he handed down two judgments in 1997.

KUALA TERENGGANU 14 Jun - Datuk Seri Abdullah Ahmad Badawi hari ini berkata, tarikh tepat berhubung peralihan kuasa kepada timbalannya Datuk Seri Najib Tun Razak masih belum ditetapkan lagi.

Perdana Menteri berkata, seperti yang diperjelaskannya semalam, beliau akan menyerahkan jawatannya itu kepada Najib apabila tiba masanya sepertimana yang difahami oleh mereka.

Abdullah yang ditemui pemberita selepas mengadakan perjumpaan dengan pemimpin UMNO negeri Terengganu, di sini ketika ditanya lanjut berhubung perkara itu, sambil tersenyum berkata:"Nak jelas apa lagi, You (wartawan) tak faham lagi...Ohh dah faham tapi nak tanya lagi...(nak tanya) bila.

"Saya (sudah) terang (jelaskan) semalam, itu sudah jelas, bahawasanya saya dan Datuk Seri Najib memang memahami peralihan kuasa akan dijalankan dalam keadaan yang baik, elok dan tersusun dan tidak menimbulkan apa-apa masalah.

"Dan yang keduanya, yang tetapnya tentu sekali saya akan menyerahkan jawatan Perdana Menteri kepada Datuk Seri Najib kerana dialah saya akan pilih (sebagai) pengganti saya," katanya.

Abdullah menegaskan peralihan kuasa itu akan dilakukan sebagaimana kedua-dua mereka memahaminya berhubung perkara itu.

"Tarikh yang tepat belum ditentukan, bila masa tiba, peralihan itu akan dilakukan sebagaimana kami kedua-dua memahami," katanya.

Semalam, Abdullah berkata beliau dan Najib telah sepakat menentukan masa yang terbaik untuk peralihan kuasa itu.

Ketika berucap pada majlis makan tengah hari bersama pemimpin masyarakat dan pegawai kanan kerajaan, Abdullah berkata: "Saya dan Najib telah bermuafakat dan kita berdua telah bersetuju bilakah masanya saya bersara dan bilakah masanya Najib akan ambil alih sebagai Perdana Menteri."

In a report in the Borneo Post yesterday, that comes hot on the heels of the findings of the Royal Commission on the V.K. Lingam video clip, Justice Chin said the threat from the former prime minister came after he handed down two judgments in 1997.

One was a judgment on a libel case involving MGG Pillai and Tan Sri Vincent Tan where he refused to give what he considered to be an astronomical award.

Justice Chin said the other judgment was in an election petition on Bukit Bangunan in the Sri Aman Division that he ruled in favour of Independent candidate Donald Lawan against Barisan Nasional candidate Mong Dagang.

“Shortly after the two judgments, the Judges Conference was held from April 24, 1997 where the then prime minister issued a thinly veiled threat to remove judges by referring them to a tribunal and stating that, though it may be difficult to do so, it was still done.”

Justice Chin said the former prime minister expressed unhappiness with what he termed ‘the Borneo Case’.

“Everyone knew which case he was referring to,” he added.

Justice Chin said after the threat, the former Prime Minister said people should pay heavily for libel and he only got a single response from a Court of Appeal judge who asked if he would be happy with a sum of RM1mil as damages for libel.

“He approved of it and later made known his satisfaction by promoting this judge (since deceased) to the Federal Court over many others who were senior to him.”

A month later, Justice Chin said he and select judges and judicial officers were packed off to a boot camp from May 26-30, 1997 where there was an attempt to indoctrinate them with the view “that the government interest was more important than all else.”

“Stating this devilish notion was no less a person than the President of the Court of Appeal. Everyone was quiet during the question sessions.”

Justice Chin added “the perversion of justice” continued and recounted an episode when a fellow judge Muhammad Kamil Awang told him he had received a telephone call from the then Chief Justice asking him to dismiss the election petition that he was going to hear in Kota Kinabalu.

“We went into the possibility of making a police report or of writing to the Chief Justice a letter to record what he had said over the telephone but in the end he decided against it since it would be his word against that of the Chief Justice,” he said.

Justice Chin said he was happy to later on learn that Kamil did not bow to the pressure and went on to hear the petition, thereafter making a decision based on law and evidence.

Justice Chin said he wanted the parties involved in the current petition and their counsel to hear his disclosure in case they wanted him to recuse himself.

The High Court judge said he had twice stood unsuccessfully as a Barisan Nasional candidate for a parliamentary and later for a state seat in Sabah in the 1980s and in one of those elections he was defeated by a DAP candidate.

“Now, though he is no longer the prime minister and so no longer able to carry out his threat to remove judges, the coalition party that he led is still around” and the second respondent was a Barisan candidate and “it may cross someone’s mind that I may have an axe to grind against the party concerned or any party thereof.”

To this, he said: “No amount of words from me would assuage you of your worry. You will have to read my judgments as to whether they are according to the evidence and the law or were influenced by threat.”

Chin then adjourned for half an hour to let the parties consider whether they wished to make any application for his recusal.

However, the parties – DAP’s Dr Wong Hua Seh and Barisan’s Ding Kuong Hiing – expressed their full confidence in him in presiding over the hearing of the case.

Tun Dr Mahathir Mohamad was prime minister at the relevant time. He was not available for comment yesterday.

Based on technology and parts from Mitsubishi Motors, production of the first model, the Proton Saga began in September 1985 at its first manufacturing plant in Shah Alam, Selangor. Initially the components of the car were entirely manufactured by Mitsubishi but slowly local parts were being used as technologies were transferred and skills were gained. The 100,000th Proton Saga was produced in January 1989.[1]

Until the end of the 1990s, the car's logo featured the crest from Malaysia's coat of arms, featuring a crescent and a fourteen-pointed star. The new Proton logo features a stylized tiger head. In 1993, a model called Proton Wira was introduced based on the Mitsubishi Lancer/Colt. More than 220,000 units were sold between 1996 and 1998.[2] Proton Perdana, based on the Mitsubishi Galant/Eterna, was first produced in 1995, intended for higher end market.

By 2002 Proton held a market share of over 60% in Malaysia, which was reduced to barely 30% by 2005 and is expected to reduce further in 2008 when AFTA mandates reduce import tariffs to a maximum of 5%.

Proton Waja (Proton Impian in UK) is the first car model designed internally by Proton. It was launched in early 2001.

With the acquisition of Lotus technologies in 1996 from ACBN Holdings (a company owned by the same person who owned Bugatti), Proton has gained an additional source of engineering and automotive expertise. This led to the production of Proton Gen-2 which was code name Wira Replacement Model (WRM) before the launch. The Gen-2 is the first of cars to be manufactured and assembled at the new manufacturing plant in Tanjung Malim, Perak which is part of Proton City development project. The plant was opened in 2004. On June 8, 2005 Proton introduced the second model to be manufactured in Tanjung Malim, the 1,200 cc 5-door supermini, the Proton Savvy. Both the Gen-2 and Savvy, were models that MG Rover was looking to rebadge when the British firm entered into collaboration talks with Proton. However these joint-venture talks were unsuccessful and MG Rover subsequently collapsed.

In 2007, Proton launch its new sedan as replacement version for Gen-2 Sedan but with new name, Persona. The new Proton Saga replacement model (codename Proton BLM) was launched on 18th January 2008. The new Saga is based on the Savvy platform, but using Campro 1.3L instead of Renault engine.

In California, owners of hybrids have access to peak hour transit lanes and the vehicles get free parking in some cities. In other cities, they are exempt from congestion fees or pay lower road taxes.

Mr Yasuda says governments have been responsive to requests.

“They are not saying no. They are considering it,” he says.

Toyota has not, however, asked for the Federal Government to provide a cash rebate to hybrid buyers, along the same lines as those offered to buyers of LPG-powered vehicles.
